Not sure why you would need an app?  My Android you just turn it on.

I think it depends on the Android. Some have some steps that have to be followed and not all Androids are the same.

You do not need an app.

Enable Google Assistant first.

Long press home button and say "turn on flashlight" and Google Assistant will do it.
