"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Can you please specify what you want to do ?
Do you have a list of favorites and you want to propagate it to all users Edge/favorites using GPO ?

It can be done locally or you can try to do it by GPO
Placing favorites under the default profile, only copies them to the users profile when the new profile is created. New favorites will not be added to the all users favorites, but setting all the users favorites to a specific folder, will make them show up for all the users that logon to the computer.
a. Click on Start, run.
b. Type regedit in the search box.
c. On the Registry Editor window, navigate to the key below:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders\Favorites
c. By default, it should be "%userprofile%\Favorites".
d.  You can modify its value to redirect it to another folder. Make sure that every account uses the same folder and has the full control permission on it.

You can test first on one of local computer. If this will work you can export settings to .reg file and use batch to install it on all computers.
Put batch in log-on script section in GPO and it should work for all.
