It has changed (as noted above). In a new email, type A or C and the complete list of A... 's or C...'s should come up.
If not, delete Autocomplete (Empty Autocomplete in Outlook, Options, Mail section. Then let autocomplete rebuild.

Tested with a new machine - it still only shows "recent people" and not "recent groups" or any distribution groups you've emailed.
That is the way Office works now
Are you using Office 365 subscription?
If yes, ask your office 365 admin to rollback the update.
We are using volume licence of Office 2016 and do not see such problem.

Any ideas how to put groups back in? that is the bigger issue.
