Windows ODBC not connecting to MySQL

Win7 pro running WAMP as server with mysql db. Desktop on same network with Win10, both 64 bit OS. Can ping systems ok. Have mysql connectors version 5.2 on each system. On WAMP system the ODBC tests successful with connecting to mysql. The desktop system comes up with the error 'can't connect...' when trying to test the connection. In doing an odbc trace, the only message that may have a bearing on the problem is 'DIAG [08003] [Microsoft][ODBC Driver Manager] Connection not open (0)'. Not sure how to trouble shoot this. Any help greatfully appreciated
