Android: how to block certain sites

Hello Experts,
This clinic has celulars its nurses.
Nurses mainly use whatsapp to coordinate actions.

But some nurses we found, have a great apetite for surfing which atempts agains their patient care.
Can you suggest a secure app that can block all sites except a few five that we need to use for work?
like whatsapp, and skype,a couple of websites, nothing else.

it has to be something they can not disable on their own.
Regards,

Ideally the mobile devices are managed such that centrally the policy enforcement can be done consistently and you maintain oversight. You can check out use of SCCM Intune MDM which allows managed browser and more.
https://docs.microsoft.com/en-us/sccm/mdm/deploy-use/manage-internet-access-using-managed-browser-policies

Otherwise at apps standalone level, then you will be the admin. Enforcement is via use of strong passphrase. E.g. https://www.cisdem.com/resource/how-to-block-websites-on-android.html
Option Two: Block Distracting Websites with Safe Browser
Option Four: Block Websites by Trend Micro for Android

Normally, nurses will be restricted to use the wifi network inside hospital as there are measures to interfere with all cellular networks to prevent interferences to medical equipment in a hospital.

In doing so, you can create an IP addresses whitelist for access to the websites permitted and the nurses cannot visit all websites.
