HTTP service bounce very often on OAS10gR3 standalone

HTTP server being bounced  by opmn as its ping is failing almost  every 35 mins   and  restarting the HTTP service . Not clear why opmn is failing to ping HTTP service.
    -   At the time of bounce I see around 190+  persistent connections in  CLOSE_WAIT mode . This is my observation and not sure if this is by any chance contributing to the issue .  How to identify and  fix this ?

This could be a bug.
Just verify this with Oracle support and if it is, you will need to patch to eliminate it.
I found solution after seeing this question   apache with rotatelogs not working  : error while loading shared libraries: libaprutil-0.so.0.

The issue is   like   HTTP_Server~1.log   shows error  when opmn / http started .

/d1/oas_10.1.3/product/10.1.3/OracleAS_1/Apache/Apache/bin/rotatelogs: error while loading shared libraries: libcxa.so.3: cannot open shared object file: No such file or directory
