Information About Right to Use Licensing
Right to Use (RTU) licensing is a model in which licenses are not tied to a unique device identifier (UDI), product ID, or serial number. Use RTU licensing to enable a desired AP license count on the controller after you accept the End User License Agreement (EULA). This allows you to add AP counts on a controller interacting with external tools.

Permanent or base licenses—These licenses are programmed into the controller hardware at the time of manufacturing. These licenses are base count licenses that cannot be deleted or transferred.

yes thats built in which activates automatically when you start setup and accep EULA...

but...but i did not purchase any license.
i just download the ova file from Cisco and import it to my ESXi host, just in lab environment, just for study and investigate before decide buy it or not.
that is strange, i also tried reboot it and the license info was same.
any ideas?

RTU licensing is supported only on the following Cisco Wireless Controller platforms:

Cisco 5520 WLC
Cisco Flex 7510 WLC
Cisco 8510 WLC
Cisco 8540 WLC
Cisco vWLC
In the RTU licensing model, the following types of licenses are available:

The previous answers don't explain anything. The answer here is simply that someone has added an AP count to the WLC.

The vWLC doesn't have any permanent licenses when first installed; only an evaluation, but RTU licensing lets you simply enter a number and use that many APs. It's a trust-based licensing model.

As it is now you can use 500 APs, but you should buy the RTU license.

if i don't, functionally i can using it forever but cisco can audit me legally right?

Yes, you should purchase whatever you use. Cisco have no visibility of what you are using though but legally it's a requirement as per the EULA.
