I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Performing Disaster Recovery:

1.- Restore your servers OS backup: you should have a Bare Metal or a VM Backup. Once your OS & APP (TSM) is working again,
2.- Recover your TSM DBBackup

In case you don't have it, you can try this:

1.- Install a new TSM server
2.- Recover your TSMs devconfig & volhistory, DBBackup.
