Is this for a single user or a group? For a single user it is easiest to have them right click on "Deleted Items" in Outlook and click "Recover Deleted Items".

Open user's Outlook, navigate to deleted items and select "Recover Delete Items" in the Outlook menu bar.

I thought recover deleted items is for 14 days and my retention period is 90 days, so still I can get it from recover deleted items
