Exchange 2013 - How to apply additional email alias to mailboxes that don't inherit

We need to add an additional email alias to ALL mailboxes, however I know there are many that had their Inherit unchecked because they wanted their primary different. If I check it, their primary will change and also there are many.

any way to do this without checking inherit?

Don't believe so.
Un-checking the inheritance in email address policies basically ruins the entire point of management SMTP addresses centrally and automatically.

Yes you can, but it would be equal to manual work, due to the fact you would require to create such command for every single user who doesn't have the check box ticked.
