Desktop Web links openeing really slow

I upgraded my manager's computer to Windows 10. The manager has at least 50-60 desktop web links. Now in windows 10, each web link take 20 - 30 seconds t load the page. I have reset IE to defaults, changed the default browser to edge (the links still open in IE). uninstalled / reinstalled .net4. Set the file explorer to defaults. no add-ins. Can't figure out the issue.

Take one or two web links on the desktop, delete them and remake them. Restart. Any difference in speed?

New computer?  or upgrade from Windows 7?

If the latter, try doing an in-place Windows 10 Repair Install and Keep Everything so nothing is lost.

Go to the Media Creation Link

Windows 10 is running, so click on the Download button (not Upgrade Button, select Open (Run) but NOT Save. Allow the program to run. Allow drivers to update. Then select Keep Everything

I do not have any issue with web links (although I use Favourites and not Desktop Links).

Microsoft Edge is garbage. I had an issue this morning where a PDF would not display in it and you know what Microsoft's response was? Use IE.

Just set the default browser to IE, hide the icon for Edge, and you'll be fine.
Microsoft Edge and PDF's (in Edge or in Acrobat) works fine for me. No issues.

The browser does not matter. I'm the link opens IE, the page is blank. 20-30 seconds later, page loads. If I open ie then the page it opens quick.
Right click the shortcuts and look at the properties to make sure no tags have been added that could cause the browser to load differently. If they open in IE no matter what, they may be hard coded to link to the IE executable first, then go to the link instead of just directly to the link.

Also check the Proxy settings to make sure it's not trying to do some kind of detection every time you open the browser.
