SCCM 1702 Pre-Production option is Greyed Out

I just upgraded my SCCM 2012 R2 --> SCCM 1702 and all seems to be good.  
Now I am wanting to have all my client upgrade to the newest client via the automated process and leverage Pre-Production for testing, but the Monitoring  > Client Status > Pre-Production Client Deployment under Monitoring  is greyed out.

I did some preliminary searches on the internet and found something about RBAC, but that did not seem to resolve my issue.  

Note: I was able to right click a device object and successfully install the client.

Preproduction Environment is usually connected to Windows 10 Servicing plans....
And the SCCM Agent can be rolled out either by WSUS or by the Configuration Manager Client Package...
That means, the procedure may be different between Win 10 and older OS...
But you can create two different deployments of the Client upgrade package with different target groups,. one for your test candidates and another one for production...

That is great to hear.  Do you have any video  or How To's links that you can recommend regarding SCCM Current Branch/WIn 10?
I am familiar with SCCM 2007/2012 with Windows 7 maintenance, but with O365 and Win 10 patching things are much different from what I am seeing.
