Outlook Search Problems

Hello everyone,
This must be the third time that I am posting about this issue.  This time it is happening with a fresh, new out of the box computer.  The OS that they use is Windows 10 and the version of Office is 2016.  The search functionality does not work at all and if I remove Outlook from the index it pulls up irrelevant results.  Here is what I have tried so far:

Rebuilding the index
uninstalling and reinstalling Office, using the uninstall tool
creating a brand new profile
Windows is up to date and Office is up to date.

One piece of information that I forgot is that the type of email is POP.  I do not know if that is relevant.

did we added outlook in windows indexing also as you are using pop3 could you please add PST location also

Here is an Index setup that I use and Indexing and Search are quite reliable this way.  Works for any recent version of Windows and Office (Outlook)

Sorry I have not been updating you guys.  It has been pretty hectic lately.  The solution was to downgrade the user from Office 2016 to Office 2013.  I have read somewhere that there are some weird issues with Office 2016 and POP emails, thought I cannot find the article.  Older versions of Office 365 can be found here https://www.howto-outlook.com/howto/download-office-2013-office-365.htm.  Make sure that the version that you download matches the Subscription of the user.  If there is anyone who has provided me this solution and I have missed it, then please object to me marking this as the best solution and I will mark yours as the answer.
