sql 2016 installe - error

I want to install on a laptop any sql server 2016, but I get the error attached, it is SQL Server Developer, that error told me to uninstall SQL Server 2008, which I have done but fails, to see if it helps.

The only error logged is this one:

A DLL required for this installation to complete could not be run. Contact your support personnel or package vendor. Error 1723. There is a problem with this Windows Installer package. A DLL required for this installation to complete could not be run. Contact your support personnel or package vendor. Action SNAC_SetClientSSNLDefaults_64, entry: SNAC_SetClientSSNLDefaults, library: C:\WINDOWS\Installer\MSI4056.tmp

This might happen for several reasons. Follow are some:

1. Check if you have the following temp folder created: C:\Users\Kristopher-Lap\AppData\Local\temp
Also check if the user running the setup has read and write privileges in that temp folder.

2. Another option is to run the setup.exe as administrator.

3. You're working in an old server and you might need to uninstall old versions of .NET framework or VC++ runtime files before installing SQL Server.
