I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

I would say turn both of the off to see if that solves the problem.
Then turn on one by one to see which one is blocking...

Also check proxy settings.

If this is a behavior of all browsers, it's a global issue. So check your endpoint security settings. These settings might block either programs or internet connection.

E.g. We use Kaspersky Endpoint Security that has a built-in function called Web Control that blocks internet connection for specific devices.

Certificate in IE causing issue
After Investigation I found that the Not Found issue is due to a Certificate that was installed on the Computer

I tried to delete it but the remove button is grayed out

I highlight the Certificate and hit the delete key but it says I do not have the rights to delete

I am the only user and am the Administrator....What Gives????

How can I reset the Certificate?

I called ATT....Technician said the the error message is ATT's Way of telling Clients Hey I'm Going to Shut you Down if you do not pay your Bill.

The way it works is as the termination date approaches the Modem picks a Computer or device and sends the certificate so that it cannot access the internet and increases in Number as the date approaches forcing the Client to call to find out what's going on.
