Can SSL Certificate be the problem in exchange 2016 for sending email out when it's deleted.

thanks a lot for your support but the SSL Certificate was not valid yet, it was pending to be completed.

Yes it could be. If the deleted certificate was assigned to SMTP service, you will have mail flow problems.
Which certificate did you delete?
