How do I get my table borders to convert correctly from Word to Adobe PDF?

I can't reproduce that behaviour using Word's print to PDF, which is the only way that I have available on my system, What are you using?

In my tables, all of the inside borders are set at 1/2 point.  There are no outside borders on the sides.  The top and bottom borders are set at 2 1/4 point.  The bottom of the title row is a double line set at 1/2 point.  All of the tables have the same settings.  I converted the Word file using both Microsoft Print to PDF and print to Adobe PDF.  I am attaching the Word file and both converted files.

As you can see, in the Microsoft Print to PDF file several of the inside borders are shown with heavier weights.  In particular, the double line at the bottom of the title rows are heavier solid lines over the inside columns, while they are showing correctly as double lines above the outside columns.  The inside borders are also not consistent even though they are all set the same in the Word document.  

In the print to Adobe PDF conversion, all of the double lines at the bottom of the title rows converted into heavier solid lines.  And, again, the inside borders are not consistent weights.

Does anyone have any advice on how to prevent this?
