Probably your Appdata is corrupted...in my case only a format resolved the issue
Hello ThereSystem AdministratorCommented:
This happened to me too.

1. Try to perform a system restore to an earlier point. If this will not help...

2. Check if your Windows is up-to-date. If this will not help...

3. Run Powershell as admin:
$manifest = (Get-AppxPackage Microsoft.WindowsStore).InstallLocation + '\AppxManifest.xml' ; Add-AppxPackage -DisableDevelopmentMode -Register $manifest
- Reboot the computer
If this will not help...

4. Run CMD as admin:
>DISM.exe /Online /Cleanup-image /Scanhealth
>DISM.exe /online /cleanup-image /restorehealth
>sfc /scannow
If this will not help...

5. You have to reset you PC: Settings -> Update and Security ->Recovery -> Reset this PC -> in my case I had to choose "Remove Everything (Just remove my files)" option, but you can try it with "Keep My Files" first.

I would run DISM first as suggested above.

If that does not work, try a non-destructive Windows 10 Repair Install and Keep Everything.

Go to the Media Creation Link

Windows 10 is running, so click on the Download button (not Upgrade Button, select Open (Run) but NOT Save. Allow the program to run. Allow drivers to update. Then select Keep Everything.

Both solutions were good and the author has not followed up so I suggest Delete
