Windows 2012 R2 HyperV -- convert ova to vhdx ?

I have an old "ova" file, but not the associated VMWare server it was originally on, therefore I cannot use the "Microsoft Virtual Machine Converter 3.0" software

What (powershell, etc) can I use to convert this Windows Server ova to vhdx ?

The .ova-package(file) is a tar-archive which can be decompressed and you will get two files: .ovf and .vmdk
Powershell command is based on MSVC but You've said you can't use it MSVC.
First you need to import script to powershell

Import-Module "C:\Program Files\Microsoft Virtual Machine Converter\MvmcCmdlet.psd1"

I'm not sure if you can't run software dirrectly but if you have it an just looking for powershell command, you can try use this one

 ConvertTo-MvmcVirtualHardDisk -SourceLiteralPath C:\Temp\yourufile.vmdk -VhdFormat vhdx -DestinationLiteralPath C:\yournewfile.vhdx

If you can use Microsoft Virtual Converter and you have no access to Vsphere to use this converting option Convert OVA to VHDX for Hyper-V and also you have no option to run Virtulabox to convert from OVA to VHDX then I would recommend V2V software
