Please confirm: does win10 v1709 CLEAN INSTALL have problems with Exchange 2016 OWA?

Hi experts.

Who can spare 5 minutes for a test?
All you need is win10 v1709 non-upgraded but a clean installation and exchange 2016

Please try to access your outlook web access website https://yourexchange.yourdom.local/owa using MS Edge or IE11.
Does it work?
I get There were too many redirections. Error Code: INET_E_REDIRECT_FAILED

It works with any other constellation, even on 1709 that was upgraded from earlier win10 versions - just not on a clean installation of 1709.

Found the reason and was able to solve it. The clean setup of 1709 has a bug when it comes to language options. See http://www.kraeg.de/2017/10/30/exchange-2016-4096-0x1000-is-an-invalid-culture-identifier/ for details.

I can confirm. But after 2 days of digging in internet and looking for solution I've try this

I've removed windows.edb file after stopping search service, restarted service then rebuilt index. So far so good.
Try on your end.

windows.edb is not being used at my end (problem happens right after OS' first start, so that won't change anything). Are we really talking about the same thing? I have no idea how the search service would even matter, IE/Edge don't use that file for anything.
