Android : free up space?

Hello,

I have 5.1 Android.

I attached two screenshots.
-the internal storage has 285 MB free space
-the usb storage has 6.98 GB free space
-the Sd card has 21.59 GB free space

However, I can not even install an app with size as small as 6.05 MB because it says that I need to free 20.38 MB space!

Am I missing something or is the system buggy?
What should I do?

It is not buggy.

What is the brand and model of your phone?

You need to backup your data and do a factory reset.
