Excel 2010 - Creating functions in Sheet1 code window? or Module?

I noticed that I have to create a function in a module and not in sheet1 code window, sheet2 code window, etc.
How come?

You should be able to create one in a sheet's code module. Can you show an example or post your workbook?

Functions can be made in sheet code modules, but can only be used in that sheet code module.
Functions in a module are Public, and can be used in all subs, unless declared Private for use in that module only.
