Creating folders or files not appearing in win10 without refresh

Hi,
I am trying to create some folders or files and it is not appearing, I have to refresh and then only I can see those folders

My OS Windows10 64 bit, please advise how can I fix this issue

Dism.exe /online /Cleanup-Image /StartComponentCleanup
DISM.exe /Online /Cleanup-image /Restorehealth

Definitely check this link. You will have to change some registry entries. Under HKEY_CLASSES_ROOT\Wow6432Node\CLSID create a new key {BDEADE7F-C265-11D0-BCED-00A0C90AB50F}. Under this create a new key named Instance. Under Instance, choose the QWORD Value (DWORD is for 32-bit, and QWORD is for 64-bit) and name it as DontRefresh. A value has to be set as '0'.

Other suggestions:
A) open CMD and type: sfc /scannow
B) You can perform a clean boot to rule out the drivers and applications (msconfig).
C) Reset Windows Explorer. Open the Task Manager, right-click Windows Explorer and select End task. Click the File tab and click Run new task. Type explorer.exe and press Enter.
D) Restore defaults on your Desktop icons. Right click on the desktop, then click Personalize -> Themes -> Change desktop -> Restore to default -> OK
E) Open Windows Explorer/File Explorer -> Click the 'view' tab -> Click 'Options' button at the far right hand side of the view ribbon -> On the 'General' Tab, un-tick the two privacy options, and click 'Clear'.

Your last option is Windows 10  Repair Install with an In-place Upgrade.
You will not lose any data files or Apps if you follow the Instruction.
    Go to the Windows 10 Media Creation Tool from this link:
https://www.microsoft.com/en-us/software-download/windows10
 
Click on Download Tool Now, save it on desktop,  then run it as Administrator, accept license agreement, then Choose
Upgrade This PC Now, let Windows to Update drivers. make sure that Keep Personal Files and Apps  is Selected  and let the Windows do the rest.

Note: The Procedure takes at least one hour.
