How to run the mailbox cleanup on users email

I need to know how to run the mailbox cleaup utility on a users mailbox in exchange 2013?
Is this part of exchange or do I have to download it?

I don't know of any such tool.  You could just move to a new DB.  What prompted this?

You want a cleanup in order to repair corruption?

You can execute the command: New-MailboxRepairRequest.

Cleanup as from "item age" perspective?
Look into "Retention policy" for your particular Exchange version.
