another DHCP scope question

I setup a DHCP scope range of x.x.44.1-x.x.45.254. The scope seems to give addresses of 44.x but not any 45.x. Should it eventually give out addresses withing the 45.x range or should the scope provide either 44 or 45 addresses? I wasnt sure a scope has to fill up 44 before it moves onto 45 addresses. Thanks

If you defined one single scope then most DHCP servers hand out addresses in sequential order.  So that'd be all the 44s before staring in 45s.
