Outlook 2013 - Delivery Delay

Good Afternoon,

We have a query regarding Outlook 2013 delivery delay. The default as shown per below is set as’  Do not deliver before 17:00’ .

Is there an alternative way where the default time in registry will be changed to example 6.30am ?

We do not want an Outlook rule that delays each email by 120 seconds etc... We want to use the one in the email options > Delay Delivery and change that default time "Do not deliver before & Expires After"...
