what's the recommended way to grant office365 administrators full access permission to all my Office365 user mailboxes

what's the recommended way to grant office365 administrators full access permission to all my Office365 user mailboxes?
The Admin needs to open user mailbox to check the mailbox contents for troubleshooting purposes and it takes a lot of time for the permission to take effect if it's done individually so that why I need a  solution to this issue.
-I have all the user's in a CSV file
-I'm hoping that a simple powershell script might be the fastest way to apply the admin permission  to all of my users' mailbox.

PowerShell is needed for this but don't do it to individual admin accounts. It's best to do this sort of thing using security groups. That way it's easy to change later by adding or removing members.
