answered a similar question a couple days ago...

you need to migrate exchange first
as mentioned you have no direct migration path to 2016 from 2007 so you need to go to 2013 first (preferably instead of 2010)
once you are completely off exchange 2007, you can then install your first 2016 domain controller
exchange 2007 and 2010 do not support 2016 domain controllers

Exchange Server Supportability Matrix

since your 2008 server has exchange, you cannot demote it until exchange is gone

are there any quick steps or will it be painstakingly long to do?

there is a lot involved so plan carefully

HI Florian,

You cannot install Exchange 2016 in a forest that contains Exchange 2007 servers.

However you can install Exchange 2013 in Exchange 2007, then migrated and decommission Exchange 2007 server. And finally migrate Exchange 2013 to Exchange 2016.

Use Microsoft Exchange Server Deployment Assistant to understand your options.
As Valentina mentioned, you can go as high as Exchange 2013 in the domain that includes Exchange 2007.
