Pete, I did see that and made sure the authenticated users had permissions.  Jason the error code is  (0x801901B8) not 0x80190193.  Thanks for responding.

Hi,

Try to restart following services:  "Microsoft Exchange File Distribution" and "Microsoft Exchange System Attendant".

Please run the following command:

Get-GlobalAddressList | Update-GlobalAddressList.

After close outlook, try again to download the OAB. Do you have the same error?

When I try typing the update command alone it asks me for an identity:?

Hi,

You typed correctly, I checked the screenshot.

Try to update the offline address book too with the following command:

Get-OfflineAddressBook | Update-OfflineAddressBook

That command worked.    Should I now restart the services and logoff of outlook and then back on and try again?

Commented:
Hi,

Yes please and check if you have the same error.

Did you happen to attempt configuring an HTTP redirect to HTTPS for OWA recently?  It may be a permissions issue.  Check the permissions of this file:

C:\Program Files\Microsoft\Exchange Server\V14\ClientAccess\OAB\web.config

Ensure that Authenticated Users have Read and Execute then reset IIS.

Thanks, I have already checked that but didn't reset IIS.  Will try that now.

Commented:
Hi,

Exchange 2003 is not working. Could you desinstall Exchange 2013 from Programs and Features.
