Why does Samsung Data Migration not work?

I am trying to migrate from an SSD to a larger Samsung SSD.   I have a laptop running Windows 10 Professional.   I downloaded Samsung Data migration and tried to clone the SSD in the laptop to a Samsung SSD connected to a USB port.   The Samsung software recognizes the SSD in the laptop but keeps asking me to connect a Samsung SSD as the target disk.   There is a USB symbol in the window but no SSD shows up.

I'd simply clone with another freeware. Take macrium reflect free or clonezilla.
