Run a repair of the installation?

What happens when you run outlook?

When you update the OS against the internet not internal WSUS does it show any missing updates?
Sounds like something is not up to date here.

Is this an OEM build of Windows? uninstall all of the unneeded hp , dell lenovo etc software.

I am installing missing updates now and will reboot.

Outlook does run and I can add the profile in a different way but why does that icon not show ?
I don't know about the image I don't install windows etc on their computers just troubleshooting this issue.

I believe they have their own images and install them on the new PCs.

Do you thinka  format would fix the issue?
try start -> run -> outlook

if this fails try start -> run -> outlook /safe

If that fails install all missing updates, then run a repair of the installation from add remove programs.
type in windows search - outlook - if it appears because it is installed, right click on fix in the taskbar
I know that Outlook is installed I installed office 2 time and removed.
install the missing updates for win10 and office.
failing that repair the installation.

that will get it working.
I cannot find Outlook profiles under here

For Outlook 2016: “HKEY_CURRENT_USER/Software/Microsoft/Office/16.0/Outlook/Profiles/profile-name”.

In regedit
Mail icon does not appear under Control Panel

Open cmd.exe with Run as Administrator and run   dism.exe /online /cleanup-image /restorehealth

Restart and test. It is best now to make Outlook 2016 email profiles with the Mail Icon in Control Panel.
Please try Option 2 - Completely uninstall Office 2016 with the Easy fix tool from below link to uninstall Office completely:
https://support.office.com/en-us/article/Uninstall-Office-from-a-PC-9dd49b83-264a-477a-8fcc-2fdf5dbf61d8?ui=en-US&rs=en-US&ad=US&fromAR=1

Then Restart the PC and Reinstall.
If you are running Outlook 2016 64 bit, you will not see the mail account in control panel and there is nothing wrong with it.

There is no need to repair at all
