Can a Windows 2012r2 server get licenses from a 2008r2 terminal license server and use them?

we have a 2008r2 terminal license server for our remote desktop clients and a few servers that points to the license server for the licenses. If i upgrade one of the servers that the clients remotes into can i have the 2012r2 server to locate or point to the 2008r2 license server and if so what services do i need to add to the windows 2012r2 to make this happen?

No.  you'll need a 2012 R2 licensing server.

I have 1 server thats 2012 with 100 licenses that are used for 1 lab which is more than enough so How do i get the new 2012 server to use some of the ones from it?

You usually configure the licensing server in the 2012 Server Manager topology settings. Yes  one licensing server can issue licenses to many session hosts.
