"Script is being used", I cannot update GPO script

I push out a script through GPO, but the script can't be edited, it says "The process cannot access the file because it is being used by another process"

When a user or a computer calls GPO script, will it lock the file? The GPO contains a GP Preference scheduled task which calls the batch script.

Deploy the batch using GPO Preference File deploy

Download and install the free tool: Iobit unlocker
Then run it as a domain administrator (right click the file and you will get the option to unlock the file and the process that is actually using it.)

Thank you both of you. I did change the code after disabling GPO. My question was, I was not sure if GPO itself locks the file or scheduled tasks on clients lock the file. In fact, if I disable the GPO and wait about 1 hour, the file was unlocked and I was able to edit it.
