Seems like the IP address was setup static, then it cannot change when change the VLAN.

You have to get Local admin right to troubleshoot.

Did you restart your Network adapter? Is the DHCP server available?

What happens if you set up IP address manually?

Try this
Run CMD as administrator
Connect laptop to network where you can;t get IP

try this commands

ipconfig /flushdns
ipconfig / release
ipconfig /renew

double check if in new VLAN there is no restrictions for connection and any MAC address filter is not enabled.

There is no much you can do if you're not local admin
Are you sure other devices like laptops, tablets, smartphones can connect to this network and get IP from DHCP ?

Is the dhcp server in the same subnet? You may need an ip helper-address command on the SVI to forward broadcasts to the dhcp server. If it's a Cisco switch see below commands

Interface vlan 100
Ip helper-address a.b.c.d

Where a.b.c.d is the IP address of the dhcp server
