office365 rule question

I have a office 365 rule question.  I have a rule that forwards all private invite to an email.  if you run the rule it will work but it will not run automatically when it is save on the server.  is there an setting in the office365 control panel that I forgetting or make it forward automatically?  The setting I enable are sensitivity private, invites/update enable and forward.  It has to meet all 3 categories to forward.  Tried from webmail and outlook 2016.

(reason for the rule is some people like to sent private google invites but if you forward all invites to delegate it will not forward private invites for some reason)

outlook needs to be running to process that rule

Thank you for your feedback.  it's kind of weird because all the other rules are on the server so you do not need to have outlook open.  This rule required manually run and does not run if outlook is open.

Got feedback from microsoft, when it is private invite it will not auto forward.  that is the way it works.
