if RPC goes down on mailbox server, winrm service can also go down on hub server,

RPC is very important service on Windows server
It has over 20 dependencies.
All services using Remote Procedure Call will stop working if RPC will go down.

This is normal.

You can open services mmc and select RPC server, go to properties and Dependencies Tab
You'll list of all services depending from RPC

If they are seperate servers no.

Check service dependency tab. You will see, what all service are dependent.

but we have several hub servers , only 1 got affected i.e winrm service down

no, I see the hub server which got effected when rpc went down was the 1st receive connector, is that the reason

Exchange BPA Run it research errors, once your not finding any major critical errors which will be obvious you will be fine.

I guess it could be linked after all, hope this helps. Exchange BPA has never failed me with my Exchange installs.

I would relax with the winrm corruption theories until BPA results are determined, would not touch it until I see those.

Also ensure DCDIAG is clean on your PDC.

It is possible, I am just not sure to be honest. I would stick with the BPA for now work it from there.
Assuming all is online and working as expected presently.
