Windows 10 Shutdown issue

We started deploying Windows 10 Pro in our district and seem to be having issues with shutting down the computers.  It appears that when they tell the system to shut down.....it boots back up on it's own after a few seconds.  Has anyone ran into this issue and found a permanent fix?

That's no common problem, but rather hardware specific.
1st, verify if that happens on a cleanly installed machine (NO additional software) with newest drivers.

That isn't a windows issue I've ever seen.  I'd be more suspicious of something unique to that environment. A wake-on-Lan service, or BIOS timers, or similar.  I doubt this is a windows issue.

Open BIOS (start in BIOS) and look for Wake On ... Services. Disable these, close out of BIOS, restart and test.

I believe disabling the WOL resolved the issue
