On an Azure server, how do I open a port?

I just started using an Azure server.  I need to open a port. How do I do this?  I have set this up using Windows Firewall but it doesn't seem to work.

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

you don't need to play with windows firewall

U need to create azure network security group (NSG) and latch it to your VM

NSG contains all inbound and outbound rules and can be applied to multiple VMs
U need to define rules at NSG level
