Outlook 2016: Corrupted characteristics on all menues

Hi,

I have a trouble with one of users`s Outlook 2016.
All menus of Outlook 2016 have a corrupted characters. Please refer to the attachment file.

So far, I did "Online Fix" from "Programs and Features", but it did not work. After a while the use was using the Outlook, the same issue came back. Re installation Office 365 after that, but the same issue also came back again.

I also installed "Office Language Interface Package" for Office 2016 32 bit version, but it came back to the same symptoms.

Here is some of information:
Microsoft Office 365 ProPlus: Version 1711 (Build 8730.2127)
Windows OS: Microsoft Windows 10 Pro 10.0.15063 Build 15063 (Japanese 64 bit)
*Checked all Regional and Language setting on control panel.

Please give me your insight and advice for this strange issue.

I am sorry to taking a long time to reply. I applied what you recommended and I also tested. It seems working fine.
Only one concern is time. I mean the issue may come back again in time to time.
