Yes this is last CU for Exchange 2010 SP3
If you want you can check in controll panel if you have installed KB4018588 - this was Rollup 18 for Exchange 2010 SP3

yes that is the build number for CU18

There are no cumulative updates (CU) for Exchange 2010.  They are update rollups (UR) for the specific service pack that is installed.
