Here is what I have done to try and resolve this, to no affect mind you:
Ensured ALL updates are installed on the PC.  
Disable AV/malware  
Ran SFC /Scannow - found no errors.
Ran registry fix for windows installer.
Ran the MicrosoftProgram_Install_and_Uninstall.meta.diagcab - it found no errors.
tried 32 bit and 64 bit versions.  
Have extensively searched the internet for this but cannot find anything pertaining to Installing.  only errors after it has been installed.  

Some history on this PC.  It is a fresh reload from iso of Windows 10 Professional x64.  Is joined to a domain, I am running as domain admin attempting all of this.  I have been trying to get this to work for several days .... I am about to say screw it and reinstall windows again...  but everything else has installed and is working without issue. It is only this.  

Can anyone help point me in the right direction to get this resolved?

I had a similar issue a long time ago with Office 2003 and the only fix was Windows reinstallation. Long story...
Reinstallation will make your life easier because even if you succeed with the office installation you will end up on a potential minefield.

Download the Tools mentioned in this link from Microsoft and unistall the faulty program.

Office has never been installed.  As soon as i can get to the PC, i will attempt the offline install and see if that resolves my issue.  I will report back when i know more.

Gentlemen,

Thank you for your assistance.  What i did was grabbed a copy of office 2016 pro ISO and installed that, and then signed in with the 365 license.  This allowed the software to successfully install and activate.  Why the 365 installer would not work is still a complete mystery to me, but on to the next fun issue.  Thank you again and have a great day!
