Yeah, of course, you will need to reboot the computer after installing a new driver so the OS can take the changes.
The downtime will be the time that your server takes to reboot.

99% windows will ask you to reboot. Safer side, take full backup and note down, IP details and storage configuration, before you install it. So, in case anything change, you can fix that using old configuration.
