How can I export my Exchange 2013 Global Address List to a user that belongs to a different email domain?

I have a 2013 Exchange on prem server. The email domain for this question is agl@test.com.
A few months back we created an email domain, agl@test.us.com, for a business unit. This is a cloud based email hosted by a 3rd party company.
The two domains do not share any Active Directory information, and there is no A/D for test.us.com
I recently created a contact list and then transferred that file (msg file) to a user in the test.us.com.
I could open the contact list on that user's pc (Outlook 2016) but could not send an email to my test.com domain.

Any suggestion would be greatly appreciated.

so what do you need help with here, troubleshooting mail flow, or you wish to share the contacts from your Exchange with another system??
for mail flow troubleshooting plz share the NDR received.
you wish the share the contacts with one user or wish to import them into the system so its available to everyone ??

No nothing to do with mail flow. I wish to share the contacts from my Exchange with another system.

you can use the outlook import/export tool to export the contacts to cSV or pst. and share the same with the person and then he can import the same using the outlook import/export tool.

Agree with Sunil, For this you can also use Stellar OST to PST Converter - Technician Edition. The software allows you to export the contacts to cSV or pst in few easy clicks.
