Hello,
as far as i can follow your question you're logging in over ssh with a non-root user and try to cd into /root.
This is not allowed. Authenticate as root and retry if this isn't allowed because ssh doesn't allow root login you can add the user to the sudoers file or work with acl to add your user to the /root folder.
