PowerEdge 840 will not start, power light blinking gree

Hello, just picked up a PowerEdge 840 server with a RAID drives.  The power went off in the office for a long extended period of time and now when I start the server the power light goes on and the hard drive lights stay solid.   I get nothing on the monitor and the mouse and keyboard appear to have no connection.

I powered the server down (holding in the power button for 30 seconds) and the power light flashes green.

Not sure if this is a mother board or power supply.  Power is going to the system but the fan from the cpu does not turn on.

Any thoughts?

according to the hardware manual, looks like the power supply is the problem

Change out power supply, it did not work.  However I connected the RAID controller into a newer Dell Server, used the power supply from the old server to power the RAID controller and was able to boot and logon to the server.  It looked like a set of twins connected at the hip.   I have the data and a complete good backup... did not fix the server.. not worth saving or spending any more time on.

Seth provided the best answer available but it did not fix the root cause of the server problem.  At this point the problem is not worth fixing as I did get the data.
