Do you want to:

a) synchronize with an internal server so that all systems are slaved to the same clock (whether the master clock is correct or incorrect, all systems have the same time)

- or -

b) synchronize with an internet server so that all systems have the correct time, but may be up to a second off from system to system

Is the pc part of the domain or a stand alone work station?

Free Tool: Site Down Detector

Helpful to verify reports of your own downtime, or to double check a downed website you are trying to access.

If computer is part of domain it should synchronize time automatically
After computer is added to domain DC is becoming a time source for workstation.

You can check that using w32tm command

run CMD as administrator and run command

w32tm /monitor

Check if your DC is a time source for your workstation. If is then if you still have a difference in time then run

w32tm /resync /computer:servername /nowait /rediscover /soft

you can try manually configure your computer to use your DC as time source

w32tm /config /computer:servername /update

You can also check registry settings

HKLM\SYSTEM\CurrentControlSet\Services\W32Time\Parameters

Another approach is to push service to synch time from domain herarhy

If you want your peers to sync time from the domain controllers you can configure your DCs as NTP server for your clients, but there is a better way fr Windows Servers and Workstations: NT5DS. This type of time sync enables automatic time synchronization using Domain Hierarchy. The commands you need for this are:

w32tm /config /syncfromflags:domhier /update
net stop w32time
net start w32time

Here is a detailed document how to set up the time server and sync with the clients:

DHCP + GPO is the best practice for the domain desktops
