Yes. Microsoft sells the same adapter for all Surface Books.

Look at the adapter end for the computer. If it fits, it will work. Lenovo and Microsoft are smart enough to put different ends on when the voltages are different.

I think the 65 watt adapters will work on all machines and the voltages of the two different wattages are the same. So there is a good degree of interchangeability.

The 102W should work just fine for both, if the adapter plug is the same size.

The 65W supply may work, but only if it's not cheaply made.  If it's cheaply made, it will just burn out from being overloaded.  If it's well designed to output the maximum 65W without going over, it will work, but the device may still drain its battery, just a bit slowly compared to being soley on battery.  I do this with the Mac Magsafe chargers.  The 45 Watt charger can charge the 15" Macbook Pro that normally uses the 85 Watt charger, but under heavy use, the battery still drains.  When shut off, the Macbook Pro reach full charge in about 5 hours instead of about 2 hours with the 85 Watt charger.  If you buy a 3rd party knockoff Magsafe charger, they will burn out.

I agree with both John and David.

In term of compatibility and safety, both are the same.

In term of performance and feature, the one for Surface Book 2 is better.

In term of price and mobility, the one for Surface Pro 3 is better.

Full compatibility is a subjective view from the user. If the user is using the Surface Book 2 in an office and will not bring it out of the office, both are fine.

So, full compatibility is from the eye of beholder.

Who are you and how you use your Surface Book 2 is the question to ask.

If you are a lady and you do not use any heavy duty task on your Surface Book 2, both are fully compatible.
