KPI is a Key Performance Indicator.  It's a quantifiable metric which is used to measure performance, which is important to determine whether some change was successful, or if an organization is successfully meeting its goals, etc.  In this case, it'd be used to quantify the success of employees.
The challenge is that one has to very carefully decide what the goal of the employee would be.  Measuring and rewarding based on the 'wrong' measure can have undesirable consequences.  (
Unfortunately I've attended graduate level courses on the topic, and I've still never found a 'good' answer to this one, so I'm curious to hear what other folks have to say on the topic.  :-)

I'll also say that employee KPIs have to align with organizational goals, and usually the organization goals determine the organization KPIs.  The least bad employee KPIs will therefore greatly influenced by the KPIs using to measure the organization.

What KPIs are defined in SLAs for which these staff have influence?
