Are Home Owners Association (HOA) fees tax deductible?

I pay monthly HOA fees as part of living in my condo complex.

Can these fees be deducted from my taxes?

If it is your primary residence;  no, they are not deductible.

No, this is the only thing IRS doesn't allow to deduct.  HOA fees.  Because they are considered an part of your private owning.
If you would rent your place out then you can deduct HOA.  But not if you're living there.
