SSRS multi-page footer?

We are using SSRS to create a shipping list.  Some lists can span multiple pages.

We wish the last page to contain a few signature spots (places where drivers, receivers, etc sign).

I created the signature spots.  As is they print at the bottom of each page.  I changed the visibility parameter to only show if the current page number matched the global page count.  This works... kind of.

I had to blow up the footer to accommodate all of the signature spots.  I assumed that the footer would shrink (thus giving the space back to the body) if the spots were not visible.  That is not the case... so, my footer is unnecessarily tall on all but the last page.

I'd probably not use the footer at all and just put the signature part as last component in the main part of the report.
